Time for a new monitor!

    So I recently build my new pc and very recently upgraded my gpu from a GTX 650 (yep, i had a gaming pc running that) to a shiny new gtx 970. However to my amusement when launching and playing tf2, I was pushing anywhere from 120 min-200 max fps and my screen was lagging and tearing like you would never believe. So I turned on v-sync only to see my mouse and keyboard's performance had gone down the drain with response lag. So my only option was to use fps_max 60 to lock my fps at 60 to match my dells 60Hz refresh rate. So now its time for a new monitor, and im seeing all kinds of specs that i have no idea the meaning of. And the most concerning one is 1ms,2ms,and 5ms response time. Some people say your refresh rate (aka Hz) directly effects why your screen tears at high fps, and others say its your "response time" that controls it. So which one is it? Can someone please explain to me what kind of monitor I need to reduce tearing at high fps, around 120-150, when playing non-graphical intensive games, one thats not going to break my wallet.

    If you have the budget, and I mean the budget, get a 27" Mac Thunderbolt. Those are freaking awesome! :D

    Sorry to say this, but your option would be a significant 1k DOWNGRADE from my monitor actually :/. Not only does that monitor run at 60hz (not fixing my problem at all) but it also has a 12ms response time, my monitor has 10ms. And finally, that monitor is meant for macs. I have a pc.
