Information Map Update: trade_plaza_hg_moonbase_a16

The Harpoon Gaming Map has been updated.

Major changes include:

• Fixed the low framerate issues on the map. Frames should be similar or back to what they were on version a12.
• Reduced control point capture time.
• Found the missing burger in blue spawn.
