Hello @WrGb.thatoneguy, He doesn't need to be on your friends list. Please go to your steam profile, click on inventory, then trade offers, and then view trade history. Take a screenshot of the trade showing that you have repaid the victim in full window and upload it to the forums via "Upload a File" button down below. Make sure to exclude your username by using Paint, or you can upload it to Imgur and privately share it with me so that I can do it for you.
You will need the trade history of the items being given to the victim. Informing us is not enough. I would suggest getting those screenshots from the victim or your friend.

Hello @WrGb.thatoneguy, Please provide an actual uncropped screenshot of the trade history, rather than an image of the screen taken with a phone or camera. Remember to upload the screenshots directly to the forums using the "Upload a File" button.
Hello @WrGb.thatoneguy, We have chosen to decline your appeal. We feel that your responses and overall demeanor show that you are more likely to commit an offense of a similar nature again in the future. On top of that, despite having more than enough to pay back the victim, you made your friend give him the winnings.
