I Think he's a giant asshole for doing it because a cop issued him the ticket not the clerk so she had nothing to do with it. Speeding tickets are stupid but the reason he got one was because of him.

 

I think this is funny as fuck. He's an asshole, but who cares.

 

All in all, the fine was paid, but making the clerk pick up his change and run it through a coin counter won't cause reform in the slightest. It will just add stress to another person's day, and the government still gets their "extortion money" in the end.

I suppose it's a perspective thing. "Take that, person that works for the people, who tell the person who wrote the ticket that they need to meet a quota!"
